The Los Angeles City Council has approved the appointment of Valley businessman Martin M. Cooper to the city’s Quality and Productivity Commission. The commission is charged with providing the mayor and the city council with expertise relating to improving productivity and work measurement within city government. Cooper is chairman of Encino-based marketing and public relations firm Cooper Beavers Inc. and is immediate past chairman of the Valley Industry and Commerce Association and past president of the Encino Chamber of Commerce.
