Vote Proposed on Westlake’s Lowe’s Project

The developers behind the Lowe’s Town Center proposal in Westlake Village have filed a motion to put the decision on whether to construct the center before voters in November. Officials at Rotkin Real Estate Group, whose proposal to change the city’s general plan to allow for a retail development was not passed by the Westlake Village City Council earlier this year, said they believe there is enough support within the community to allow the project to move forward. Rotkin estimates that the Town Center will bring $750,000 per year in tax revenues to the city, and the developers have agreed to contribute $1 million toward infrastructure improvements to the city. Opponents have said that the retail center would bring traffic congestion and pollution and noise problems to neighbors. Lowe’s closed escrow on the property on Russell Ranch Road following the city council vote on the project, which amounted to a stalemate. Westlake Village requires a majority of the city council members to approve an amendment to the city’s general plan, and the council was split on the decision. The property is zoned for an office development.
