The complaints started more than a year ago when gasoline hit $3 per gallon. Employees of the Canoga Park general contracting firm Parker Brown were tired of shouldering the rising cost of gas as they drove to and from off-site jobs. Co-owner John Parker dipped into his profits to provide a $100-a-month gas subsidy to most of his 40 employees. But as gas prices surged above $4 a gallon this summer, Parker added a $20 daily gas allowance to employees driving to far-flung gigs in Santa Barbara or Pomona.
