LANCASTER – The City Council on Tuesday will decide whether Lancaster should be home to a demonstration facility that could turn household trash into energy or fuel. The facility would help extend the life of the city’s landfill and contribute to environmental efforts, according to a report prepared by Randy Williams, the city’s director of Public Works.
