LANCASTER – On a 4-0 vote, with member Dan Jacobs abstaining, the city’s Planning Commission has agreed to postpone a decision on construction of a combination car wash and coffee shop business on the northwest corner of Avenue J and 17th Street West. The 90-day delay, approved June 16, was spurred by concerns about how the business would affect traffic on nearby roadways, whether it had enough parking for coffee shop users, car wash patrons and the operation’s employees, and what level of noise it would generate for neighbors. Normally, 24 parking spaces would have been required, but the applicants proposed providing 20 spaces under the theory that some coffee shop users also would be car wash patrons.
