LANCASTER – The City Council agreed 4-0 Tuesday, in the absence of Mayor R. Rex Parris, to offer an incentive plan to employees willing to save the city money by retiring early. The specifics of the plan will be developed in coming days by City Manager Mark Bozigian, who is attempting to come to grips with a projected $10 million budget deficit in the coming fiscal year.
