CITY HALL , Downtown merchants, who won a major victory last year in their push to install parking meters along Brand Boulevard, will now have to defend extended enforcement times following months of complaints from patrons who contend 10 p.m. is too late a cut-off. The City Council tonight is scheduled to review possible changes to the hours of enforcement for metered parking along Brand Boulevard and some downtown surface lots roughly five months after it agreed to install electronic pay stations as a way to bring an end to “all-day” parkers who merchants said were taking advantage of the free system.
