A California State Senate committee has given its backing to a bill requiring mandatory condom usage on adult film sets. The bill, AB 1576, was approved 3-2 in the Labor and Industrial Relations Committee on Wednesday, its first vote in the Senate. The Assembly gave its approval on May 27 by a vote of 48-13. Assemblyman Isadore Hall III, D-Compton, is the lead sponsor. The bill requires adult film production companies to set up an exposure control plan for its films that would note what protective measures the performers took. It also requires performers be tested for sexually transmitted infections not more than 14 days before filming a scene. The legislation follows actions taken in Los Angeles County where voters in 2012 approved Measure B, a ballot initiative requiring condom usage on adult film sets. The Los Angeles City Council took similar action in January 2012. The Free Speech Coalition, an adult film trade group in Canoga Park, has taken the lead in opposing Hall’s bill, while the AIDS Healthcare Foundation, a Hollywood health care provider, is leading the campaign to impose the restrictions.
