When Vice President Al Gore recently announced at a ceremony in Pacoima that Los Angeles would finally get its long-awaited federal empowerment zone in 1999, city, county and state officials hailed the program as a remedy to many of the economic problems in such areas as the northeast San Fernando Valley.
