Charges Filed Against Excavating Company

Los Angeles City Attorney Rocky Delgadillo on Monday filed criminal charges against two Valley companies and its owner for illegal surface mining in Sun Valley. Forum Engineering & Construction Inc., Forum Sand, Gravel & Rock Inc., and company President Moshe Zemach were each with 31 criminal counts including illegal surface mining, illegal use of land and failure to comply with building and safety orders. Also charged is job site supervisor Shawn McConnell. The company is charged with not having proper permits when it dug for a residential development on Wealtha Avenue in Sun Valley in August 2004. An investigation later found the company was selling the gravel harvested from the site, according to the city attorney’s office. Arraignment is scheduled for Dec. 20. Each count carries a maximum penalty of 6 months in jail and a $1,000 fine.
