CITY HALL , The debate over banquet halls came down to a severe parsing of legalese Tuesday, when the City Council ultimately voted to uphold an earlier city decision to maintain a restaurant’s operating permit under recent rules that restrict banquet use. Operators of Ambrosia Restaurant, on the 6400 block of San Fernando Road, had sought to have their conditional-use permit restructured under older zoning guidelines that would have allowed any amount of banquet hall operations, arguing the city had abused its power over the past several years in adding use restrictions to the building.
