Capstone Turbine Corp. cut its operating expenses in March by reducing its workforce by 22 employees. The staffing cuts follow the layoffs of 19 employees and a freeze on 16 open positions in February at the Chatsworth-based manufacturer of microturbine energy systems. Capstone expects a cost savings of $3.7 million from the staff reductions. The company also announced using less cash during the fourth quarter ending March 31. During that period cash used was $4.9 million compared to the $21.6 million in the same period in 2008. Mark R. Madler
