SOUTHEAST GLENDALE , A handful of City Council candidates, bolstered by either months of quiet campaigning or years at City Hall, took advantage of the season’s second election forum Wednesday night to solidify their platforms, leaving others to rely mostly on generalities. Among the field of 12 candidates, three of them incumbents, the disparity between those who had clearly defined platforms, and those who did not, was an inescapable hallmark of the Glendale Homeowners Coordinating Council’s forum at the Central Library Wednesday night.
