Palmdale officials are considering rewriting the rules under which the city government operates. At an Aug. 5 meeting, the City Council will discuss a proposed city charter – a document laying out a basic framework for the municipal government, which since its incorporation in 1962 has been a general-law city, subject to rules set by the state Legislature.
