A proposal to declare a 45-day moratorium on new home improvement, hardware and building supply stores , which would have blocked Home Depot’s efforts to renovate and open in an old Kmart building on Hampshire Road , was pulled from the Thousand Oaks City Council’s agenda Tuesday night. No explanation was given for the indefinite postponement of the moratorium or a request that the council authorize drafting of new definitions for home improvement stores and revise where those stores are allowed in the city.
