LANCASTER – At the behest of the mayor, the City Council has postponed the first of two votes that could give developers more time to build housing tracts, shopping centers or other projects delayed by the economic downturn. A proposed city ordinance would increase from three years to five years the length of time a conditional-use permit or site plan review may remain valid before expiring.
