LANCASTER – In what might be a glimpse of an upcoming City Council decision, Mayor R. Rex Parris blamed crime, competition with Palmdale and land purchase decisions by developers as reasons why a Wal-Mart eventually will be built across the street from Quartz Hill High School. Parris spoke up after hearing yet another round of opposition to the proposed Wal-Mart Supercenter from Quartz Hill residents at the close of the council’s April 28 meeting.
