Simi Valley started a 45-day moratorium on all massage establishments and massage therapist permits Tuesday, citing an increase in applications that use the businesses as a front for illegal sexual activities. There are currently 18 massage businesses in the city that police have flagged as possibly illegal, and the city has seen a spike in applications for small massage parlors.
