Tale of the Red Tape The convoluted end of the state’s municipal redevelopment program. June 2011: California legislature passes AB 26 & AB 27, effectively ending redevelopment projects statewide. December 2011: State Supreme Court upholds AB 26, which ended program, but strikes down AB 27, which would have allowed some agencies to remain in operation if they made payments to the state. January 2012: Cities must select a successor agency for redevelopment agencies. Most often, this is the city council. February 2012: All redevelopment agencies officially ended and successor agencies, named by each city, take over wind-down. March 2012: Agencies required to finalize a payment schedule for existing obligations. May 2012: Seven-member oversight panels are formed to oversee each successor agency’s wind-down of projects. June 27, 2012: All contracts must be signed by this date to be considered enforceable obligations. March 2013: Submissions due to state Department of Finance for July through December obligations. April 2013: State issues review and decisions on submitted payment obligations for July through December 2013. Cities not satisfied may request meet-and-confer sessions. November 2013: State issues review and decisions on submitted payment obligations for January through June 2014. Meet-and-confer sessions available. January 2015: Deadline for future property management plans of redevelopment agency assets. – Kelly Goff
