The Thousand Oaks drug maker Amgen Inc. has agreed to develop heart failure drugs with the San Francisco company Cytokinetics Inc. The drug activates a form of protein that helps heart muscles contract to pump blood. Cytokinetics will get a $42 million up-front fee. Amgen has bought almost 3.5 million shares of company stick.
