Banking Simone Lagomarsino has been named as president and chief executive officer of Kinecta Federal Credit Union. Lagomarsino will oversee financial, member service, human resources, marketing and lending operations. Kinecta has a branch in Woodland Hills. Chambers Larry Hibbler has been appointed to the Simi Valley Chamber of Commerce Board of Directors. Hibbler is president of Simi Valley Ford and is filling a vacancy created by the resignation of a former board member. He will be re-elected to a three-year term in January. Food Service Julia A. Stewart has been appointed chairman of the board of directors of IHOP Corp. Stewart joined the Glendale-based company in 2001 and currently serves as its president and chief executive officer. Government Bonnie Teaford has been named as the new public works director for the City of Burbank. Teaford had been the interim director since last August. She is a registered civil engineer with degrees from University of California Santa Cruz and California State University Sacramento. Insurance Larry Kilgore and Mark Rooney have been hired as senior programming engineers with QualCorp Inc., an insurance software provider in Valencia. Brian Corbett joined the company as senior quality control engineer. Kari L. Van Gundy has rejoined Zenith National Insurance Corp. as the chief financial officer. Van Gundy previously served as senior vice president of e-commerce at Zenith from 2000 to 2002. Mitula Patel has been named as Insurance Woman of the Year by the Insurance Woman of Los Angeles. Patel is executive vice president and chief financial officer with Peter C. Foy & Associates in Woodland Hills. Donna L. Hoffmeier has joined Health Net, Inc. as the vice president of government relations for the company’s government operations division. She will oversee issues related to providing health care to military members, veterans and their families. Media Tom Robey has been appointed as senior vice president of investor relations with Time Warner Cable. Robey will be the company’s daily contact with the investment community. Time Warner Cable serves the Los Angeles area. Duke Lim was promoted to vice president of Todd-AO Studios, a division of Ascent Media. Lim will be responsible for day-to-day operational oversight of the five Todd-AO facilities, including locations in Burbank and Studio City. Publishing R. Russell Hampton, Jr. was named as the president of Disney Publishing Worldwide. Hampton joined the Disney Company in 1996 and served in the strategic planning and corporate development and consumer products division. Real Estate Tricia McQuinn was promoted to vice president of operations at Younan Properties Inc. McQuinn will be responsible for overseeing the Texas region, where Younan’s real estate holdings total over 4 million square feet. She was formerly director of property management at Younan’s Dallas office. Technology Michelle Schroeder has been named as the new sales executive at Archion, a digital technology company supplying storage solutions for the entertainment industry. Schroeder will oversee the Burbank company’s relationships with national resellers of its digital storage product line. Chuck Champion and David Marshall have been named finalists for the Ernst & Young Entrepreneur of Year in the Greater Los Angeles area. Champion is president and chief executive office at YouBet.com, and Marshall is vice chairman of the online wagering site. Alan Amrod has resigned from Ixia Inc. as its vice president of marketing. Amrod joined the Calabasas provider of IP performance test systems in 2003. Rainer W. Froehlich has been appointed to the advisory board of TechnoConcepts Inc., a Van Nuys semiconductor manufacturer. Froehlich is a founding partner and chairman of Constellation Partners, a consulting firm. Timothy Franey has joined Quintessence Photonics Corp. as its vice president of manufacturing. Franey previously worked at JDSU Corp. Travel George Augel, senior vice president for Walt Disney Parks and Resorts, was awarded the 2006 APEX Award for distinguished service from Black Meetings & Tourism magazine.
