Northrop Grumman Corp. is suspending the hiring of thousands of engineers in Southern California after a ruling by a federal auditing agency left in limbo its $35 billion contract to build Air Force aerial refueling tankers. The Government Accountability Office ruled yesterday that the contract awarded to Century City-based Northrop was flawed and recommended the Pentagon hold another competition. The ruling was a major victory for Boeing Co., which had argued the Air Force had unfairly favored Northrop’s bid to build 179 tankers.
